Municipal councils as a learning community tool: the emblematic case of the City of Brescia.

Abstract
The dimension of sociality and the socialization of knowledge in the perspective of lifelong learning calls for different contexts, formal and non-formal, not just schools and training institutions. In all life situations, even in cities and local communities, reference can be found to learning by doing as a social dimension of knowledge f rom the perspective of the learning community. In the administrative and governance tools of the territory it is possible to find training and educational devices that are based on the capababilty approach paradigm. The City of Brescia, an emblematic case presented, offers in par ticipation in municipal consultations a community meeting place as a context for training and democratic participation that orients the person and enhances personal skills.
