The Adult Education System in the Region of Tuscany

Abstract

In the Regione Toscana it is inappropriate to talk about adult education: this kind of education is placed in a wider context which is based on the concept of the right to lifelong learning.
The legislative choice of the Regione Toscana has been inserted in the European debate about the construction of a knowledge society. If each economic development finds the possibilities of achievement in innovative abilities and if the innovative abilities are created by a continuous and wide ranging education that goes beyond the traditional periods of learning (childhood and youth), so by vocational training we don't just reach the development target, but we also transfer the knowledge instruments which increase the consciousness of the individual's right to live an active, informed and conscious citizenship.
The regional law 32/2002 specifies that the regional strategies and programming acts about Ca-reer Planning, Vocational training, Education, Work must be described in a unique integrated pro-gramming document. This is an important normative transformation, characterised by a series of innovations of politics management carried out by the Regione Toscana and specifically addres-sed to the progressive construction of an integrated regional system for the right to learn: a sy-stem in a position to offer the citizens the possibility of building on their own education and pro-fessional training, through the access to the educative services created and carried out in the lo-cal area. The agreement and cooperation develop voluntarily between subjects gifted with auto-nomy and specific competencies in order to reinforce the elements of integration; so, it is possi-ble to increase the value of the experiences and best praxis carried out by several subjects and by several local institutions and increases the effectiveness of interventions through the sharing of human, financial and organisational resources. The Regione Toscana, in the sphere of its com-petencies and specific resources, develops a process in order to motivate the integration of seve-ral subjects who work in the field of education, vocational training and work.
