Abstract

The article examines the issues of scholastic inclusion and learning in out-of-home children (44,000 in Italy) and factors that generate them. The study presents the results of a national survey (n = 298) which focuses attention on minors in foster care, and analyses the educational difficulties identified by parents in children and young people received by them. The study highlights the percentages of school risk that are relevant and therefore illustrates the “Guidelines for the right to study of pupils out- of-home”, proposed by the Ministry of Education in order to encourage in schools the contrast of important obstacles to learning, which may result from neglect and mistreatment suffered in the first years of life.
